Mexico has to send water from MEXICAN tributaries to Texas? Texan tributaries? Mexico has a few reservoirs on tributaries, so I guess those are the ones mentioned...

It doesn't seem like the Rio Grande has enough water in it to meet the treaties, period. It's a friggin' DESERT upstream in BBNP.
