17. Preying on the poor is one thing that helps make people poor

Saying that "payday lenders aren't the problem" is simply not true. They are the problems, as are banks, utilities, credit bureaus, insurance companies, car dealers and anyone else that charges the poor more for services than they do more affluent consumers.
