I wrote my representatives about our state's support for these vultures. They did reply but basically said they have tried but hit a brick wall. The thing is that their attempts were mild regulations and had nothing to do with making such businesses illegal.
I know someone who uses these loans from time to time. His parents racked up so much debt on credit cards that he refuses to ever use credit cards. Instead he uses pay day loans! Go figure.

lend interest rate should be capped at whatever rate people with savings accounts receive.

good point. Even 18% is a fabulous profit, especially on 'front loaded' loans- loan sharks use.
