Keep data of who comes in and who goes out of the country. If someone comes in from outside over whom intelligence has a concern, then watch them like any detective and if the person provides probable cause then get a warrant. Same thing applies with domestic suspects. Good ole police work should be easier, not harder with new technologies. The program we have now is wrong on so many levels. ....
