They don’t want people dropping dead of heat exhaustion. They probably don’t have the free water and cooling stations available yet at the fair. Most people at the fair won’t have cars to go back to since the bulk of them probably took Metro. There are lots of places to eat around there, but attendees may not want or need to eat. I think the museums are still open today and there are plenty of them to see; that would be my first choice.
