that one might exit while he is still in office.
As for retiring voluntarily with a Democrat in the White House, age changes people in many ways and as we get older, our abilities and priorities change. They may still be willing in some respects, but not necessarily able.

The undersranding used to be because it would be counted and also because things change dramatically (esp in primaries)
