Republicans cheat, and they've used mail ballots to cheat in the past, for example by deliberately mailing them to ZIP codes that have primarily Democratic voters so late that have to go to the polls thus disenfranchising people who are physically unable to drive or vote in person. People who ordered mail ballots and aren't able to early vote or get to their precinct on election day miss out on voting.

Another way Republicans cheat in requiring each county to have only one dropbox for voters to deposit ballots, so a 600-resident county has one box and a two million site like Harris County has one box. All the large cities in Texas are Democratic.
