Like corporate taxes, you can set the rate at whatever you like, but what's actually PAID is all that matters.
The effective rate the wealthy paid back then was about half the 90%. BUT the effective rate for today's super wealthy is only about 20-30%; which is a big difference.
At the same time, talk of exempting income taxes for everyone under 100k (which many talk about) would also be a mistake. We'll never reduce our debt without everyone participating in some way & reducing our spending. Other countries use a VAT; they also have universal healthcare. I'm all for it, because there are SO MANY occupations who easily avoid taxes because they dont get W2s or 1099s. Not just the "underground economy" but real everyday jobs. 100s of them. Most make good money. Few pay what they should. But Congress will never fix our ridiculous system. Neither the right or the left want to do what's needed.
So it's one of the few times I'm glad I'm not younger. I'll be gone before it all collapses.
