Your meme may be thinking about the personal rate; but even then no one paid that rate. The effective "highest rate" was less than half that. Because at that time very few people earned the level of income required to hit 90%. And even those people didnt pay it' we had TONS more deductions back then

You are correct. 90 was the top marginal individual rate. 52% was the top corp rate.
