On an IQ test trump would have tested at least with normal IQ or above. He isn't a genius as he claims. A person with low IQ would not have the intellect to develop skills necessary for the presidency even if they tried. Trump doesn't have the skills not from lack of ability but from lack of desire to learn and develop the knowledge. He is lazy and evil. To change he would need to admit that he isn't perfect and narcissists can't do that. I am very familiar with IQ testing and what low IQ looks like having worked in the field of developmental disabilities. Psychologist who use IQ tests to determine the level of intelligence. I worked with people with low IQ or developmental disabilities and had to understand the developmental skills of people at every level of disability.
Trump is starting to show signs of age related cognitive decline but again that isn't low IQ. Iow IQ is diagnosed in childhood. This is a personality issue. He is a malignant narcissist who is incapable of changing or learning from his mistakes.
