If she had merely posted the video and/or claimed what she does in the interview ("There’s people that are saying that their appliances are getting ruined, they can’t cook with the water, they can’t bathe with it, they can’t do laundry" ) she would have been fine.

But she claimed that people had been hospitalized due to bacteria in the water. That pretty clearly violates Texas Penal Code § 42.06... which is normally a misdemeanor. But since it specifically involved the public water supply (explicitly listed in the code), it rises to a felony.
