In an unfortunate situation where perhaps a player or spectator injury occurs, the "powers that be" don't want random films floating out there that may show unsafe field/rink/court conditions that could highlight their responsibility and lead to lawsuits. If the owners are in control of film availability, such films could be pulled or restricted from view as they deem necessary.
