9. I'm not confidant the public has ever gotten the complete story of what happened

I lived in Miami then and Brothers to the Rescue, while having a notable role in finding Cuban migrants at sea, was also frequently antagonizing Cuban territory and accused of flying too close to and over the Cuban island and dropping anti Castro flyers. Something no soverign nation would tolerate. On the day they were shot down, they claim they did not fly over Cuban territory, but they would probably never acknowldge if they did. Also why would they need to be so adamant they didn't fly over THAT day other than the fact they had been doing it in the past. It was unfortunate but also a little FAFO at the same time.
