It would mean someone, likely from the military, has briefed him that 300$ a barrel oil is possible. Probably not from a short to moderate length war, but from a year or two length engagement. Here, Trump is likely telling us the worst case scenario. Instead of the blow smoke up your ass scenario he usually gives us.
