As cities such as Mexico CIty, Miami, New Orleans, and hundreds more become unlivable due to subsistence, flooding, water shortages, heat burdens, etc. - the populations will be looking for new places to live.

That, I believe, is why so many extremely rich people are looking for their new homes - ones that can be defended.
