President George W. Bush championed tax rebates and cuts in 2001, 2003, and 2008, often stating, "it’s your money," to boost a slowing economy. The 2001 and 2003 legislation ($1.7 trillion in total tax relief) included $600–$1,200 rebates, lower tax rates, and a $1,000 child tax credit to increase consumer spending and business investment.

We had a balanced budget with Bill Clinton. Shrub saw it as the Government having too much money and simply handed out money. And the Deficit ballooned.
