The water source wouldn't seem to matter if taking out the power is tantamount to war crimes.
I'm not sure if it meets the definition or war crimes or not.
I see the case being made that it is such a crime.
But, the history of war suggests that every infrastructure attack would be a war crime.
Sure, the best way around that is to quit waging war, and problem solved. But, that doesn't seem realistic at this point in human development.
