One of the colonels who Hogsbreath removed from the list to be promoted to brigadier general was a Black female colonel who was slated to be the Commander, Military District of Washington. MDW is responsible for ceremonial events in the National Capitol Region, which means the President is often side-by-side with the Commander, MDW (check out photos of Presidential wreath-laying at Arlington -- that's the Commanding General, MDW, with the President).
