Not in any comprehensible moral framework. You can't really compare a country that targets only terrorists with their actions an absolutely minimizes civilian casualties like Israel to one that deliberately targets civilians. You just can't. Don't even try. It's wrong. It's immoral. It insults the intelligence and morality and deliberately (or perhaps not) tries to drag others into that immorality.
