Usually you don't waste money on hard core opponents in a campaign.
Or even hard core friends.

You spend money on people who didn't vote for you but can be persuaded to vote for you next time.

If it is not an election tactic, then it must be simple harassment.
Which is also a waste of money and in fact could backfire.

Thank you for reporting this to DU.
It is good intel and perhaps we can figure out what is going on.
