He never removed his hat for the ceremony. According to protocol I read, his hat should have been removed. In addition civilians who have not served should not salute. He should have placed his hand over his heart.

He is so addled that he forgot what he was supposed to do according to protocol. Or more likely — he said screw it. I want this photo-op to look a certain way. Screw the protocol. So what if it’s not the proper way to do this.
