Regan started this. You are only supposed to hand salute when in uniform. Not always then. You do not usually salute on a flight line, for example. If you are not in uniform, the right hand, or hat held in your right hand, over the heart is appropriate, when respecting the flag or the fallen.

A damn draft dodger definitely has no business saluting anyone with a hand salute.

And no, I did not think that Obama or Clinton should have saluted either.
