Trying to rally the Middle East against a shared enemy.
Iran is absolutely trying to rally anger amoung Islamic followers for support. The report of their own desalination plant being hit has not been substantiated by any outside news or source on the ground.
Sounding nor Qatar will likely sit out much longer while being hit.
