but often forget those in the shadows, many who have been planning and lurking for years.

I was just reading about how Putin increased his power with a series of horrific bombings of apartment buildings that killed hundreds of residents. People were terrified and wanted a strong leader to protect them. Putin blamed the bombings on Chechnya.

The same tactic has been used throughout history by tyrannical leaders playing on people's fears.
