9. One of the sites is in Chester, NY., where I live. It used to be a Pepboys warehouse.

There's no way the village can provide water and sanitation for a site that is expected to house 1000 prisoners, and a couple hundred guards. Additional electric would also have to be provided, not to mention trash removal.
Also, 1000 is the projected number of prisoners. As their mission changes to include non-immigrants, and it will, the number could easily double.

Warehouses in general a a bad choice. They're not heated or cooled, and would require a lot to get them up to code.
This one's a dead duck.
