22. What I can't figure out is why their jurisdiction extends 100 miles beyond the US shores of the Great Lakes,

since the Canadian border within the lakes isn't the US shore. And Lake Michigan is entirely within the US. So why does Border Patrol have jurisdiction 100 miles inland from Lake Michigan?
