"The quote is from French author Anatole France: "The law, in its majestic equality, forbids rich and poor alike to sleep under bridges, to beg in the streets, and to steal their bread". It appears in his 1894 novel, The Red Lily, and is often used to highlight how nominal legal equality does not necessarily equate to equal application, as the wealthy are not in a position to need to perform these actions, while the poor often are."
