Josh is telling Leo about refugees coming from Cuba to Florida in 'fruit baskets' and that Donna's desk, if it could float, would look good to them right now. "We should send the Coast Guard out to meet them" says Josh. Leo responds non-committed. Josh persists "What if the DEA suspected they had drugs?" Leo says "Do they have drugs" Josh says "I could make a phone call... if the DEA suspected they were bringing drugs to the US wouldn't the coast guard have to meet them with guns... and blankets"?
Now no one is saying the fishing boats the Venezuelans are full of refugees... they might even bringing drugs indirectly to the US ( or just as likely to Europe ). But the contrast between the TWW and Trump's group of murderers is what Josh states as our then anti-drug smuggling policy by boat versus what we see today. In TWW, you send the coast guard to investigate a suspected drug boat, in Trump world you "kill them all" and "shoot those that survived the first strike".
I want to live in the America that arrests people for drug smuggling... not blow them up and kill everyone ( if they even HAD drugs to begin with ).
