w/o Kegsbreath approval.
This Admiral could have refused such an illegal order, but he didn't and he needs to stand trial before a Courts Martial.

Supposedly there's an audio recording of Kegsbreath giving approval for the 2nd missile strike, if so, then this audio needs to be leaked to the American people and the people of the world.
