Judged by it's ACTUAL intent, it may have been quite successful.

I think the actual intents were 1) a massive data heist, and b) fucking up as much of the government up as possible by decimating the number of people who work for it.

We don't know how successful the first bit was, and the second bit, well, they did fuck a lot of the government up and decimate the employee counts.
