We have a serious problem with young drunk sailors, Marines, soldiers and airmen who think what they saw on TV, Movies, or in comic books/Manga and soft-core magazines about "asian culture" is accurate. And it's perfectly okay to harass and injure locals (generally smaller than the American)or do property damage in a foreign country. And the US dependents of senior enlisted or officers -
No matter how much training you give young people or dependents, too many of them inevitably become ugly Americans and need to be sent back to the US or spend years in a local jail.
So yeah, it's really easy to get rid of a high level Commander -a Bird or Star - for political expediency when they're posted in a foreign country, where in the US, there might be questions
