18. It's on X. Newsom posts more on X than on Bluesky. Same for a lot of accounts on both platforms.

The butterfly for Bluesky that you see is from Bill Madden's account. He posted the screenshot. The gray government verification below for Newsom's press office shows it's from X. Bluesky just uses blue checkmarks for all verified accounts.
