So, too would most of the civilian (large institution side). And yes, the suggestion that his incompetence was being rewarded because of the military's version of "the Peter Principle*" does not surprise most.

He probably had political connections. Do we know if he even attended Ranger school or applied? Did he get peered out?

I saw on Wickipedia that he was commissioned from Princeton's ROTC program. He played basketball there.
