11. There's a fundamental misunderstanding

In this country, people don’t understand where crime occurs. They think, “oh, crime happens downtown.” Crime happens where people live. In cities all across the country, the downtown areas are mostly safe except for a couple small spots. The murders and violence generally happen in neighborhoods, not in down towns. In my city, the violence is in regular neighborhoods where the houses are 1950s and a little run down, but not so much so that you’d think it was terrible there.

Downtown Detroit and Chicago are safe, just as safe as most downtowns of small mid western cities. It’s when you get into certain neighborhoods that it’s unsafe. So deploying troops in the business and entertainment districts is pointless. What are they going to stop? After bar scuffles? Car break ins?
