When those old Republicans that were in the intelligence circles decided they would help run the government? Even before that, they had the FBI but they did not have the CIA. In 1947, they created the OSS, the former name of the CIA.

So, by the end of Eisenhower's term, much of the Republican caucus in the Senate and House were allied with the Intelligence agencies.
