Trump is twisting this into an excuse as to why they should all be deported, but his treachery was probably a trigger for the shooting, or for the shooter being in DC with a gun.
1. He has been intent on deporting Afghans since January, over the objections of veterans.

A February ProPublica article described funds being cut to relief organizations, and minor children being stranded when they were stopped from boarding a plane that was going to reunite them with their parents. Republican congressman Michael McCaul said that the US “needed to live up to its word. Otherwise, down the road, in another conflict, no one’s going to trust us,” he said.
