They're too "Woke" and pacifistic -
According to the Scouting Law guidebook I have from when my Nephew joined (before Grrrlz were allowed)
A Scout is supposed to be:
Trustworthy, Loyal, Helpful, Courteous, Kind, Obedient (and if rules/laws need to be changed, do so in an orderly manner), Cheerful, Thrifty, Brave, Clean, and, well, Reverent.
But the Reverent also indicates the Scout is supposed to be respectful of the beliefs of others.
It's been that way since 1910; and Boy Scouts have been honorably serving since before WWII.

I see "The Law" hasn't changed any other than with the removal of gender markers, so it's pretty obvious Kegsbreath (if when he was a kid, he was like he is now) would still be a Cub Scout washout.
