It is hard to think of anything simple enough that it could be ready by January 1 and realistically it should already be available as people are in the window to pick plans.

So far, they have only spoken of HSA. There are two versions of that from the past that I have experienced.

Pre Medicare age, we had HSAs to go with my former employer's high deductable plan. While it did reduce our costs, it would not help in the current situation.

The second was a savings account funded by that former employer which gave me $2700 and my husband $1500 a year to spend on health care including premiums for Part B cost, medigap, etc

At first glance, the second might seem a way to replace subsidies. However, that ignores that the subsidies depend on what income was and the cost of a benchmark plan in a person's area and the plan chosen. That is currently calculated by the ACA marketplace. One question is whether the Trump plan would give everyone below some threshold the same amount or if they would use the ACA logic.

Replacing the subsidies with a savings account that does not require they buy a quality insurance plan with it will lead to some making the choice that having that fund means they don't need insurance. This hurts not just those who do this and then need extensive medical care, but the system as a whole as the hospitals would need to provide that care.
