8. If there is a court order, then Newsom can order the Guard to disregard

and return to California. In absence of any other court orders, I'd think the Commander would follow Newsom's order. After all, the normal precedence is that the Guard reports to the Governor. It is normally the Governor who deploys the Guard. There are very limited circumstances where the President could override the Governor.
