They said “ full citizenship through both parent, and birthright.”

I don’t think “both” meant both parents.

“Both” refers to birthright & parent. Meaning he is a citizen due to being born in the US (birthright) and via having a US citizen parent (his father). Either or both of those qualifies him as a US citizen.
