“No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury. . .”

Trump’s DOJ has been having trouble getting grand juries to indict. Trying to over charge, coupled with incompetent goons in the US attorney’s office, can create an exception to the old saw, “They can indict a ham sandwich.”
