10. It goes further back. At least to Truman protecting the America First Nazi collaborators

Truman fired and silenced the special counsel who found that most of America First leaders from WW2 were Nazi collaborators. Instead of arresting, trying, and convicting them of treason with the penalties that go with that up to and including the death penalty, Truman said "they were good people."

I could argue that not doing the same for the leaders of the Confederacy is the ultimate root cause.
