But that outfit is much more organ grinder's monkey than Russian, imo.

It also calls to mind a quote frequently attributed to Winston Churchill: "Never hold discussions with the monkey when the organ grinder is in the room." I can't help wondering if TT may have had that in mind when he drew the cartoon depicting Vance in that outfit and also referencing Churchill.
