There are many good questions asked, but one that was particularly good started at about 26:08 in the video. Spoiler: Joni fails to answer well, and she's all for destroying a lot of the US Federal Government because the US States should do it all for themselves (or, at least, all which was not considered in 1789) under the US Constitution.
The question that evoked the response cited in the OP starts at 38:56 in the video.
Semi-spoiler: This question and the ensuing exchange lasts at least five minutes. The specific remark noted in the OP occurs at about 45:33 in the video.
