How many times has some curious bit of Republican-favoring stuff suddenly appeared in, say, continuing resolution legislation? Nobody knows how it got in there, nobody can say who wrote it, but there it is. The Democrats don't want to vote in favor of the continuing resolution with that language in there, but time's short, and a vote has to be take or the government will shut down.

Looks like the Republicans will even screw over their putative comrades in the party with self-writing stuff like "legitimate political discourse."
