For the primaries so no one had to go to the polls in person.

While presidents can advocate for election changes, experts note that the Constitution and U.S. law gives states the authority to decide how ballots are cast.

As I said above, during Covid I remember that New Yorkers received mail-in ballots for the primaries which were provided by the governor.
