Poor or no training, no uniforms, mismatched gear and excessive facial hair (at least the ones I’ve seen photoed with the mask down). And the SUV in this case is a Nissan, not a government vehicle. I think what we are seeing are bounty hunters contracted by ICE. I hope it costs this fellow a lot to get the door on his personal vehicle repaired, and he takes bedbugs back to his home.
