...I wonder exactly what:

"declaring an emergency around the upcoming midterm elections"

actually means, in terms of what would happen, say for example; would voting booths be compromised OR even closed entirely (?). Obviously, I am not privy to any aspects of 'controlling' election situations in our country.

The courts have ruled against him when it comes to mail-in voting and voting by non-citizens is negligible, the issue is that way too many Americans don't bother to vote. Also, when I worked on two campaigns for my previous congressman, I was assigned to more than one area consigned to senior citizens and a lot of them told me that they'd already voted by mail. One lady, age 97, made me look into her garbage pail to show me all the mail she'd received urging her to vote - when she'd already sent in her ballot.
