He/they have to corrupt and pervert the military and law enforcement, since some of the judiciary are still holding them back.
And dictators destroy competent government by installing unqualified idiots and imbeciles.

Carefully timed to slowly remove protections and insert forces loyal to the cause. Maybe not to trump, but to the fascist, white-supremacist xian cause.

Don't rile up the populace too much all at once. Turn up the heat in selected places, selected groups. Normalize.

Then when the population is cowed and quiet, subdue them all - including the 2A zealots.

And every time I think he's done something OTT and this is the worst he can get, not long after he manages to top himself with something decidedly worse.
