Ron McNinch files lawsuit alleging Guam election laws violate civil rights

Ron McNinch filed a lawsuit on Friday in federal court alleging Guam election laws violate his civil rights by making it hard for independent or non-partisan candidates to be listed on the general election ballot.

He filed a complaint in the District Court of Guam against Guam and the governor and is representing himself, pro se.

McNinch has been a registered Guam voter since 1996, has voted in Guam elections since 1996 and holds elected office in a non-partisan office, the complaint states. He currently serves on the Guam Education Board.

The complaint alleges violations in Guam election laws related to several elected offices specified in federal laws, including the delegate, governor, senators and the attorney general.
